1: I will not comment on Sikkim as I do not know enough about it. I will 
restrict my comments to Goa

2: What specifically about pre1987 Goa was better than post1987?

3: We seem to forget that whoever was in power in Goa, the same power brokers 
were in charge.  And whatever the party labels, the chaps in charge (Rane, 
Parrikar etc) were/still MGP.

4: Power is what it is. The chaps in power kept Goans busy with one contrived 
or environmental problem after another.

5: Then came a double dose of the BJP (read MGP + RSS minus caste) ....centre 
and state (likely to repeat soon).......plus The Konkan Railway and the 
Concrete chaps (read Land mafia).

6: And you wanted whom to do what?

All the above having been noted, please give us your take on how governance in 
Goa was better antes 1987.

Here is a small item you can research: IF one wanted to purchase and install 
(say a 100000 Rs) machine at a public institution in Goa, How would one go 
about it?
