To the contrary Portugal has three universities - Porto, Nova de Lisboa, and Coimbra, ranked in the 300's world top universities. BC The pathetic quality of higher education in colonial Goa must be seen in the context of Portugal's consistently abysmal record , even today it ranks dead last in Europe. But such unacceptably low standards over 50 years since decolonization are much harder to understand, accept or swallow, even as so many other neighboring parts of the country have zoomed ahead to generate and sustain more credible institutions.
