I am forwarding to you a letter sent by Adv. Joao Fernandes, member of the
Christian Adivasi Sangatna to the Chairman and Members of the Executive Council
of Goa University which points to the injustice that has been done to various
groups / communities in the matter of Reservations in Goa University.

Hopefully it will open the eyes of our citizens to the gross discriminations
being practiced against disadvantaged groups of people to this very day using
all sorts of subterfuges.

Adv. Joao Fernandes' letter stated, inter alia, the following:

9. That a judicial inquiry be conducted to investigate and fix responsibility
for the deliberate attempt to sabotage the rights of SC/ST/OBC and to injury
the candidates and communities and to recommend measures to avert such injury
and subterfuge in the future.

Queries / COMMENT:

While I agree with the need to sensitise ALL and Sundry about discrimination,
with the ultimate goal of abolishing it, May I ask the following:

1: IF this particular action of GU is in violation of the Law, Would it not be
more appropriate and expeditious to file for a Judicial Review of GU's actions
rather than initially concentrating on a Judicial Inquiry which could take an
eternity to complete?

2: IF the 'time limitation' for a Judicial Review has passed, could GU not be
sued?
