<Panaji is one of the smallest capital city in India. But it has high population and vehicular density ... The city isin urgent need of substantial investment for improved drainage, sewerage, solid waste management, water supply,traffic and transport regulation....People entering and leaving Panaji city face tremendous hardships due to congested traffic so the CDP's vision is toprovide cost effective and efficient public transport systemwith proper road geometry.>
There is a fundamental conflict in this set of objectives. Traffic depends on the roads while most of the other utililites rely on the space UNDER the roads. As a result there is constant digging for one reason or another. In the six or seven years that I have been acquainted with Panjim and its vicinity the main roads, after being surfaced, have been dug up for what seems like every conceivable reason. The one thing remaining is to lay pipelines for gas. The powers that be seem to take sadistic pleasure in screwing up motorists in Panjim. How long do you suppose it will take CCP, CDP, or whoever, to come up with a design and plan whereby the conduits for utilities for the "city" are laid down in advance once and for all so that activation can be done as and when needed without disrupting road traffic every six months? Is that too much to ask?
