COMMENT: 
This is NOT a problem for the Govt to solve. The Govt does NOT force anyone to 
patronise these places. 

Here are 3 possible solutions:
1: Do NOT patronise these places. IF enough folks do this, See how quickly the 
Change will be found.
2: IF one HAS to eat there, CARRY some CHANGE - and PAY the exact amount.
3: Pay in Sweets.

One year, we had to make daily trips to Panjim from the land inhabited by 
Barroses and Colacos. A very popular Ponnje eatery was our breakfast spot. 
After receiving Sweets on two consecutive days, I (politely) asked the 
'manager' about it. He shook his head and told me that the Sweets were the 
Change. 

On our last trip there (for that year) - I paid in Notes ( cash ) and Sweets !
I am sure the Manager did not like it....But, he just accepted the Bill as paid 
and That was it.
