GITP AND WELL-WISHERS REPRESENTED GOA AT GBF WITHOUT ANY SUPPORT NOR INTEREST 
FROM GOA GOVERNMENT

Recently the Global Business Forum organised by IIT-Bombay was attended by 
national as well as international investors and was the right platform to 
showcase Goa as an attractive investment destination. GITP with relentless 
efforts through its well-wishers among the GBF organizers managed to get a 
special presentation slot for Goa besides a 80% entry fee discount for all 
Goans. As part of our 2 week preparations for GBF our core team held a Whatsapp 
chat conference with the Chief Minister, IPB team and the Director of IT to 
plan and organize the Goa representation. We proposed an approach as well as 
key points about Goa’s IT and business potential that could be showcased at 
GBF. We offered to put together a complete presentation for the government to 
deliver, yet there was no interest nor response from the government so we 
prepared a presentation in collaboration with GITIC (Goa IT Innovation Centre) 
that showcased the IT innovations already happening in Goa. During this process 
we asked Director of IT, Shilpa Shinde, about her department’s participation 
plan and contribution towards GBF. However to our utter shock the Director 
arrogantly refused and left the conversation having not added any value to this 
conversation till then thereby highlighting her incompetence in matters 
relevant to the IT industry. Nevertheless we went ahead with our plans and 
achieved the following:

*       Proactively reached out to the wider GBF audience to create awareness 
about Goan IT and innovation to get them to attend our session. See Facebook

*       GITIC Director, Jervis Pereira, delivered an impactful presentation 
titled, “Goa – 365 days of Innovation”, to a warm welcome from the global

*       Connected with Azim Premji Foundation, academic stalwarts and others to 
seek their support for GITP’s Project GEIT (Goans Empowered with IT) which

Apparently due to some protocol issues the Chief Minister, Laxmikant Parsekar, 
could not attend the GBF himself. However the rest of the state government 
machinery, especially the IPB (except Tulsidas Pai) and the Department of IT, 
missing at GBF showed the Goa government in poor light to a global audience. 
Nevertheless GITP believes GBF is one of the best things to have happened to 
its cause of a Goan IT industry and is grateful to the Defence Minister, 
Manohar Parrikar, for bringing GBF to Goa. We hope like IFFI the GBF will 
become an annual feature in Goa lending the much needed sustained impetus to 
the Goan IT industry.

 

 

GITP CALLS FOR IMMEDIATE REPLACEMENT OF CURRENT DIRECTOR OF INFORMATION 
TECHNOLOGY WITH A COMPETENT, EFFICIENT AND FULL-TIME OFFICER

Besides the above GBF incident, GITP has noticed a number of deficiencies in 
the Goa Department of IT (DOIT) approach on matters crucial to Goa’s IT and 
ESDM industry dream:

*       EDF not availed: Central government has setup an Electronics 
Development Fund (EDF) which aggregates funds from several sources for 
assisting electronic design, testing and manufacturing firms. Goa DOIT has not 
yet availed this fund despite our inputs months ago while Goan IT and ESDM 
start-ups continue to struggle for funding.

*       No alignment with DEITY: The centre has merged related departments into 
an unified Dept. of Electronics & Information Technology for better 
coordination of the technology segment. Goa DOIT has not yet done so despite 
our inputs months ago. Hence Goa is deprived of the efficiencies and schemes of 
a unified department.

*       Inaction on suggestions: GITP has proposed several suggestions in 
meetings in the past, none of which have been implemented by DOIT.

*       Mis-management of Goa IT Policy formulation: Right from the poorly 
articulated and shallow IT policy draft; to the disorganized collation of Goa 
IT start-up details resulting in just a handful of entries; to disregard for 
the submitted policy changes/recommendations resulting in the entire exercise 
being now done all over again, the glaring lack of professional approach by 
DOIT has visibly undermined the state government’s vision for IT and ESDM.

*       Goa’s loss of Lava investment: Did the DOIT, and also IPB, invest the 
required thought and effort to even do bare minimum justice to the Lava 
proposal?

 

DOIT is a highly strategic department for any state government in the 21st 
century. The efficiency of governance as well as job creation in a state is 
determined by the effectiveness of this department. No lethargy, ignorance, 
incompetence and arrogance can be afforded here. We do not hold any personal 
grudge against any individual and remain undeterred in our goal of promoting a 
local sustainable IT industry in Goa. However, our experience as detailed above 
prompts us to demand immediate replacement of the current Director of IT with a 
highly competent, efficient and full-time officer to prevent further delays and 
damage, and to get things moving in the right earnest.

 

 

GITP HAS SENT THIRD REMINDER TO GOA GOVERNMENT SEEKING REPRESENTATION ON THE 
GOA IT POLICY ADVISORY PANEL

GITP a voluntary, apolitical and registered body of professionals of Goan 
origin employed in the Indian and the global IT industry has done relatively 
much more in the last 1 year than the officially designated individuals and 
bodies of successive Goa governments have done for past many years for a 
locally sustainable IT industry in Goa. However despite our repeated follow-ups 
and requests to the Goa government we are yet to be granted a representative 
seat on the Goa IT Policy advisory panel. We gather from reliable sources that 
this panel has begun its work and public suggestions are being informally 
sought all over again. This poses the risk of valid suggestions submitted 
earlier in June being inadvertently missed out. Hence earlier this week we have 
resubmitted to the Goa government the detailed revamped version of the IT 
Policy document (attached here for your reference) we had originally submitted 
to them on June 14, 2015 based on our national and global experience plus best 
practices from other Indian states’ IT Policies adapted to the Goan context. 
GITP awaits Goa government’s decision to grant us representation on the Goa IT 
Policy panel and will keep you posted on the outcome in the weeks ahead. GITP 
is confident that its participation in the Goa IT policy formulation process 
will ensure a very thorough, effective and time-bound policy that will lead to 
all round economic upliftment of our Goan people.

 

 

GARTNER SYMPOSIUM/ITXPO 2015 IN GOA (NOV 2-5, 2015) – WILL GOA GOVERNMENT 
REPEAT ITS GBF ACT HERE?

Gartner calls it the “The World's Most Important Gathering of CIOs and Senior 
IT Executives” and it has been happening every year right under our nose here 
in Goa. This is the 2nd consecutive year that GITP has been pursuing the Goa 
government, especially IPB, to pitch Goa as an attractive global investment 
destination at this event. However except for the typical lip service virtually 
nothing has been done by the government despite our open offer of full and 
active support as we have demonstrated at the recent GBF. We have reminded the 
government and IPB one last time today about it as you can see in our below 
email. Due to our genuine constraints of being a voluntary group of salaried 
professionals who have already sacrificed a great amount of our personal 
resources for our cause, GITP has decided to skip this Gartner conference and 
looks forward to the Goa government to demonstrate the seriousness of its 
intent to promote investment into Goa to the free and accessible global 
audience arriving into our home-state this weekend and available till November 
5th. GITP wishes them the very best and still offers its full support remotely 
in this mission.

It is nearly 3 months since we alerted you about this Gartner global CIO 
conference happening in Goa barely a month from now. We had even offered you 
our full hands-on support to represent the cause of IT industry in Goa at this 
event. However we note with disappointment no response received from your side 
on this matter till date.

 

Please note that CIOs wield significant influence in corporate boardrooms of 
the many companies they would represent at this event and by not presenting the 
Goa IT story here you are denying your government a great opportunity on your 
home turf to make a strong case for Goa as a promising IT destination while 
other state governments (e.g. Maharashtra, AP, Chhattisgarh etc.) are 
proactively chasing such opportunities all over the world. Unfortunately the 
vibrant yet nascent Goan IT startup community would also be denied a deserving 
opportunity for representation as well as potential investments.

 

Nevertheless it is still not too late and we could still pull it together if 
you can make a quick decision and confirm your interest in the next 2 days. In 
the absence of your confirmation by 29Sep we at GITP will ourselves explore 
such representation possibilities with the organizers of this event and will do 
the needful in collaboration with other well-wishers of our cause of a locally 
sustainable IT industry in Goa.
