On the occasion of Vigilance Awareness Week to be observed from 26th to 31st October, GOACAN has called for a comprehensive plan of action from the Govt. of Goa to implement the 2015 theme of "Preventive Vigilance as a tool of Good Governance." In a letter to Shri. R.K. Srivastava Chief Secretary and Chief Vigilance Officer, Govt. of Goa, GOACAN has called for the system of preventive vigilance to be established at the level of the Municipal Councils & Village Panchayats so as to build confidence in the common citizen. The proposals put forward in the letter by GOACAN are that orientation sessions must be held for the newly elected Municipal Councillors on the role of the Directorate of Vigilance in investigation of assets disproportionate to sources of income and the need for transparency & accountability by Municipal Councils so as to implement the concept of zero tolerance to corruption. The Directorate must also hold Open Houses for citizens in all Municipal Councils to garner support from the general public to report cases so that the Government can be assisted in fighting corruption and provide a clean and effective administration. GOACAN has also requested the Chief Secretary to ensure that Vigilance Officers are appointed in all Departments, Public Sector Undertakings & Corporations and their names, telephone numbers and email ids are well publicized through the Department of Information & Publicity. Among the other proposals put forward in the letter are the appointment of the long pending Vigilance Committees in all 189 Village Panchayats and that suitable training be given to the members by the resource persons from the Technical Cell and Anti Corruption Branch of the Directorate of Vigilance. GOACAN has also proposed that special awareness sessions on the need for Vigilance to fight Corruption must be conducted in all Higher Secondary Schools and Colleges of Goa with the support of the Directorate of Education, Goa Board of Secondary and Higher Secondary Education, Directorate of Higher Education and Goa University and with the collaboration of the NCC & NSS Units and Consumer Clubs on the campus. Copies of the letter have been sent to Nilam Sawhney, Secretary Central Vigilance Commission, Amarsen W.
