I didn't want to pursue this subject on Goanet while  posters have their say. 
For me it is enough that the decision makers in Toronto and area, many of whom 
read Goanet, would consider the issue I raised irrespective of what is finally 
done.

However one has to intervene at times when facts are presented by a poster that 
counter the original issue, for fear the countering may be accepted as a solid 
and correct objection.

I refer to Albert Pires' post saying that what I suggested could not be 
rightfully done. 

Mr. Pires, I shall be answering in detail the points you made in your post, but 
for now I ask the following question:

Where in Federal or Provincial Law governing Not For Profit Corporations, 
existing or in process of revision, does it say a Non Soliciting Non Profit 
with an annual revenue of less than $100,000 cannot make a non-pecuniary 
donation (in this case a national emergency public cause) out of its 
accumulated surplus.

Remember that there are several Goan non-profit corporations in Toronto besides 
the G.O.A. I have made no reference to any one organization.

Note also I have been an honorary auditor for more than two such organizations 
and I am fairly familiar with relevant current and proposed laws with regard to 
non profits both at provincial and federal level.
