Unfortunately this does not exist even in the UK where peerages are
"awarded" to the highest donors.
The only solution particularly in the third world is to have a relatively
safe crook in power. You need a thief to catch one. You need a crook to keep
other crooks in check. You need a thug to prevent other thugs from ruling
the roost. Even at school I have known teachers to appoint the tough guy as
class monitor to ensure a well behaved class.
So let's all vote for the Robin Hood of Goa. The lesser of all evils. May he
help to keep Bihari, UP, Russian and other alleged assorted threats from
taking over our beloved state.
