Not everybody in Goa has the money to build their own water harvester or maintain it. What about people living in apartments.
Even if they do have the money, remember Goans are totally dependent on their corrupt local politicos for largesse. How else could the latter survive. It's a vicious Catch-22 situation. The politicos distribute their ill-gotten gains to their electorate to get voted and the voters then depend on those politicos to rob the same people's money, keep a large share and do a fraction of the things people have asked them to. Here's the score: BJP: corrupt Congress: completely corrupt MGP, Goa Vikas (all made up of ex-corrupt): corrupt Independents: corrupt GSRP (Goa Suraj): untried. May or may not be corrupt.
