IFFI 2004: CBI files case against Parrikar, others

Panaji, May 11 The Central Bureau of Investigation has filed a case
against Mr Manohar Parrikar, former chief minister and Bharatiya
Janata Party leader, and several others for offences of corruption and
causing loss to state exchequer while creating infrastructure for
hosting International Film Festival of India, 2004.

The case (first information report) has been registered against Mr
Parrikar and various other beneficiaries (contractors to whom the work
was allotted) at the Mumbai office of the anti-corruption branch of
the CBI and would now be handled by senior officials of the top
investigating agency of the Indian government.

Top officials in the state administration told 'The Navhind Times'
that findings of the local unit of CBI, which was investigating the
case for over a year now, along with all the files and documents
relating to the case have been handed over to the Mumbai-based
officials to carry out further probe.

The officials further said that handing over process of the case
papers has been completed and that case was being closely monitored by
the senior officials of the CBI. They also said that prima facie
evidence of malfeasance has been found during the investigations by
the local CBI unit.

The Goa branch of CBI which was investigating the case relating to
various charge of commission and omission against Mr Parrikar and
others referred to it by the state government had clubbed the
complaint lodged by Mr Mauvin Godinho, in October last year and was
simultaneously investigating both the cases.

The charges levelled in the case are defective/non-transparent bidding
process and evaluation, award of contract at higher rates for Rs 21.24
crore as against Rs 8.5 crore to Rs 11 crore, payment of Rs 60 lakh as
bonus to contractor, avoidable expenditure on consultant appointed,
undue favour to contractor, abnormal variations in contract cost for
restoration and upgradation of Kala Academy, etc.

The sources said that cases under Sections 409, 421, 423, 425, 431,
432, 463, 468 and 471 of the Indian Penal Code read with Section 120B
and Sections 7, 8, 9 of Prevention of Corruption Act, 1988 has been
booked against those named in the complaints.
