Speculation is rife that the assembly polls held on 4th February 2017 may throw up a hung assembly in which case there will be jostling by Election Commission of India postponed counting of Goa and Punjab assemblies because it would have an impact of election in Uttar Pradesh ,Manipur and being kept hanging on for a long time. Several permutation and combination of who would be called to form the next Government in case no single party garners a majority are being adduced. It is now left to the Governor Mridula Sinha to make the right decision even in the face of several cases of divergent precedents. In case of a hung assembly, no doubt parties will try to lure with lucare and portfolios MLA's so as to be able to make up the numbers. It is upto the Governor to be able to decide the best way to see through the intentions of the party, while inviting formation of Government. Being the constitutional head, she has had ample time to weigh various options although this may be have first stint to take such a responsible decision. It is hoped that the Governor will be trying to her constitutional responsibilities and will not attract dissent for not having taken the right decision. These have been hard fought elections and thus it is paramout that the Governor should also take a hard decision even if it means that she will not favour the ruling party who have nominated her for the post. President's rule straight away or a rag tag coalition that is fragile. The Governor has to uphold the high ideals of the Constitution and mete justice without fear or favour. Former President and Bharat Ratna awardee APJ Abdul Kalam had made a precedent to take right decisions under difficult circumstances.
