As far as the US is concerned, though there are laws
to protect the local work force those laws are not
followed at all and H-1B visa is used to bring in
cheap labor from India and elsewhere.
The general impression that is created by big
businesses is that there are no americans qualiffied
to fill all the IT jobs but the fact is that americans
are nnot willing to work for a fraction of the
prevailing fair wage
The recent H-1B fiasco will probably open this can of
worms and expose the fraud that is going on
