What you say about being sprayed rather than injected may be quite correct.

I mentioned ‘injected’ because I read that in Kerala they were opening the 
gills and injecting the solution. 

Perhaps injecting is used only for small, prized and expensive catches where 
they are packed and exported in plastic packs of 2 or 3. For example a unit of 
3 medium-sized mackerels labelled ‘product of India’ retails on special for 
C$4.00 (normal $6) under a Chinese brand. Therefore it must be that Kerala 
exports to China who in turn exports to Canada and other countries with Indian 
populations.
