Until recently, it was believed that India was doing a superb job handling the 
COVID crisis, helping neighbors like Bhutan achieve a 93% vaccination rate and 
even  exporting over 60 million COVID vaccines to the neighboring countries in 
South East Asia.
In any case the WHO attributes the current crisis in India  to a perfect storm 
of mass gatherings, low vaccination rates and more contagious variants  
including the  B.1.6.1.7 variant . 

Many countries have pledged assistance to India in this unprecedented time of 
need.

US President Biden has posted on Twitter:
“Just as India sent assistance to the United States as our hospitals were 
strained early in the pandemic, we are determined to help India in its time of 
need,” 

CNN reports that the Biden administration will deploy additional suppliesand 
support to India as country faces Covid-19 outbreak
