Dear Roland,
It seems that over time, the immigration policy of Canada has changed. If I
remember correctly, many years ago, the Canada Government was advocating
the "sinking boat" policy on immigration that only the fittest were fit for
immigration to Canada. There  were strict quotas and sponsorships required
to migrate to Canada. Many capable persons were denied the opportunity of
making a better living because of this.
