Yes indeed Tony.
The immigration policy used to favour Europe until a certain time. I myself was 
a victim of it.

I had just completed a highly skilled engineering trade program not yet 20 
years old, acing both a German industry test and an All-India gold standard 
technical certification. I thought I would be a shoo-in for Canadian entry but 
I was sent a polite letter by the Canadian Deputy High Commission in Bombay 
telling me they would reconsider my application after I start a family.

I knew it was bull but there was nothing I could do about it. In the larger 
context and in retrospect, that worked fine for me. 

This was more than a year after the start of the Pierre Trudeau rule but he had 
not yet settled in. After he found his spurs, and due to the gentle nudging of 
his friend the Aga Khan, he opened the floodgates of immigration starting with 
the Ugandan Asians in 1972 and gradually making it inclusive of all others.

Buy the time I applied again in the late 1980s, the policy had radically 
changed and was biased toward non-European countries perhaps because there were 
less Europeans lining up.

It’s full circle back again with a twist. There are as many (may be not as 
many, but a substantial number nevertheless) of Europeans looking to get in as 
there are others. However the policy has cleverly changed. Word is that it is 
easy to enter after you have completed your tertiary education in your own 
country and top it up with at least a 2 year program in a Canadian institution 
with a relevant job offer after that. 
Which means they now favour the young.
