My comments on this news item from India Today:

1. In the North India scenario, I wouldn’t put it past the candidates to pass 
the bundles of money to supporters to rain it on them, the candidates, in 
public. Of course Indian voters being Indians, only half of the bundles given 
to them would be used for the purpose they were intended.

2. This raining of money happens in Goa too; except that Goans being more 
honest, the money is rained on the voters directly. No intermediaries are 
required unlike the North Indian style of Candidates to Voters (privately) to 
Candidates (publicly) to finally Voters (privately again). The short Goan route 
of Candidates to Voters in one shot makes much more sense.
