Thanks for clarifying the 'target(s)' of your previous comment. Leaving aside the semantics, and playing devil's advocate for a moment, didnt the Panjim polls bear out Dr Joe's rationalisation? Parrikar did win it though (thankfully) BJP didnt get a majority in the Assembly.
