Some migrants can arrive in Goa and take root instantly - others fail to take root though they may be physically in Goa. One variation of the definition is: A Goan is a person with roots in Goa and who cherishes that link. However, my preference is without the rider. I agree with you about people like RKN deserving to be called honorary Goans. I called David Futers that in this forum many moons ago. However, that is a red herring. More to the point is how would you define a Goan or are you an armchair critic? BTW Have you heard of the followers of Goa trance or rave music referring to themselves as Goans?
