When Panjim Corporation chiefs dance to a different tune!

PANJIM, DEC 9 - One doesn't need to be a rocket scientist to understand that frequent transfer of top officials hampers the administration and the functioning of that particular department.

However, the State government just seems to be turning a blind eye to this fact when it comes to Panjim Corporation.

The Corporation of the City of Panaji has seen transfer of seven commissioners in a span of just four years.

Shocking, Isn't It? And there is more to the tale.

According to CCP sources, these transfers have not been effected due to inefficiency or highhandedness of the commissioners but due to their refusal to take orders from councillors or political bigwigs.

A former commissioner on condition of anonymity says: "For obvious reasons, the councillors want the commissioner to be a mere puppet in their hands."

He also felt that the political bigwigs, whoever has control over CCP, want to run the Corporation from their residence.

He felt that it was high time the chief minister intervened and stopped the transfers as frequent transfer of commissioners was hindering the growth of CCP.

Frequent transfers hamper development works as well as the administration as the new person takes a little time to settle down, he said.

According to records, Sanjit Rodrigues has been the longest serving commissioner of the CCP with a two-year stay in office, in two stints, though.

N Suryanarayana with a tenure of one year was the second while S P Dixit and N B Narvekar had the shortest stints as CCP commissioners.

D A Hawaldar and Elvis Gomes served the corporation for seven and eight months, respectively.

Patricia Pinto of Goa Bachao Abhiyan says: "The government has to give serious thought to the development of Panjim city before abruptly transferring the officials."

A commissioner needs time to settle down and understand the requirements of the city and needs at least 2-and-a-half to 3 years in office to complete a task, she said, adding, every time a new person comes in, he takes more time to understand things.

She also claimed that the political interference in CCP needs to be minimised as it is hampering the functioning.

It is more than clear that the recent transfer of commissioner Elvis Gomes had nothing to do with his work but that the councillors were uncomfortable with him due to his 'interference' in the market affairs.
