Margao Goa 22nd December 2007 The HRDF institutes have taken strong objection in the manner the new Order dated 12-12-2007 vide Reference No. 3.9/97-Ind(1)/90 where the governing Committee of Human Resource Development Foundation has been reconstituted ; There are several technicalities which are contrary to the well established government norms & procedures and the Order is improperly signed and undermines the name of the Hon'ble Governor ;
Specifically the institutes have objected that the present Order has been passed "By Order and in the name of the Government of Goa" ; Whereas all previous Orders appointing such governing committees have been passed "By Order and in the name of the Governor of Goa"; The above Order is signed by the Assistant Director of SDCT appointing his own boss the Director of SDCT as Chairman of the Governing Committee of HRDF and further appointing Director of Education and Director of Technical Education as members ; Does the Asst. Director have the powers to appoint members of inter-department which leaves a taste of bad practise and gives sufficient room for doubt in the minds of the general public : Why has the Under Secretary or Secretary has not signed the Order as done in the past relating to same governing committees ; Further the institutes have also observed that there is lot of room for guessing and error as there are some Non-Official members appointed in the Governing Committee which only indicate the name of the member and does not reflect any designation nor address of the members i.e. a classical example is appoint one Jacob Thomas (name changed) there could be so many Jacob Thomas in Goa, now who is this Jacob Thomas who is member of HRDF ; We would like to draw an attention of the government wherein in the Goa Assembly Elections one Datta Naik had made a statement by way of advertisement and that was the followed by our famous social activist of Margao that the said Datta Naik is not him ; The institutes positive conclusion that the said Order is prejudicial and contrary to the rules of the government procedures ; Additionally the HRDF institutes object in strong terms and wonder why the Report of the R.S. Kamat Expert Committee has not been circulated to the new HRDF Governing Committee – The institutes have deliberated on the Agenda of the meeting being held on 22.12.2007 which is the FIRST meeting ever called by the new HRDF Chairman Aleixo Da Costa wherein instead of helping the institutes the items on the Agenda are purchase of two cars one for the HRDF Chairman and one for the staff ; Further another item is to increase the honorarium of the Chairman and sitting fees of the members ; This gives the institutes every reason to believe that the present HRDF governing committee motives at the outset is to empty the coffers which had nearly doubled over the last 10 years ; That one of the point of the Agenda is Maligning the name of HRDF by Francis Braz TAME and the Institutes firmly believe that the government should call for a judicial inquiry to know the truth of the HRDF examination scam right from the start when the examinations have been abruptly postponed on 19th August 2007 to the point how the papers were set which has left an example of bad governance and high handness in the minds of the student community ; The institutes have assured their unflinching support to the fellow colleague whose students have been clearly targeted with two question papers held on 23.8.2007 and the SDCT feigning ignorance untill 3rd October wherein the said Asst. Controller of Examination of SDCT has clearly admitted the damage done. The HRDF institutes would like to know how a reckless official who has proved TO BE incompetent has been transferred as Principal of ITI Pernem (a Centre of Excellence and is a project funded by the World Bank). The institutes state that Kambli has been duly rewarded for this new posting for helping the Chairman HRDF by assisting in the two question paper setting for the same subject same trade.The institutes have still not lost faith in the present Digambar Kamat government and they do understand the Chief Minister is busy with major problems of Regional Plan, SEZ, IT-Habitat, but the issue is long over due and we need a Judicial Inquiry at the earliest so that the students of AMM-ADMI feel that justice is delivered and no protection is given to erring government officials who have misused powers which amounts to gross misconduct, holding innocent students to ransom.
