Gabe, When we used to travel by AirIndia on transit to Goa via Bom there was a Internatinal colour tag on the Boarding pass for passengers who travelled from outside India and have to do Customs in Goa. The Custom officers used to stand at the exit and looked at the boarding pass and the other domestic passengers just walked out with their luggage. I think it should be treated as in transit, since if u are travelling by same airline the customs have to be done at Goa. cause i remember people travelling from Riyadh by AirIndia used to do their customs in Goa, though the point of entry of Bom.
