Toilet facilities in Government offices/public buildings are IMPORTANT Aam Admi 
facilities, specially for senior citizens ,being made to run from pillar to 
post, waiting for government servant to have his tea and sandwich break, come 
back to his seat from wherever he has disappeared etc. There are facilities for 
them, not available to public.There are many toilets in Mamlatdars building 
Mapusa.Waiting for  RTI hearing in CIC office,Patto,I was told to use the 
Sulab, luckily close by at Rs1/- only for a piss.In the Chief Ministers 
residence/office at Altinho,Panaji,I was sent outside to one used by the staff 
I presume. It was leaking, broken seat cover and so on.When I brought this to 
notice of the PA, he said I could use the one in house.I told him thats not the 
point.Why is that staff toilet so badly maintened in the CMs 
  building! Same was the case in The Governors Palace, Dona Paula. When PWD 
maintains, and there is so much staff for simple duties, so much money wasted 
on decoration/furniture upgrade etc, I fail to undersstand this state of 
affairs. And they talk of culture,the same people.
   I remember long back,when the Indian Navy called on Kuwait.The British 
Embassy toilet was clean,dry,with Old Spice sprays and talcum, lavender soap 
,towels  whilst at the Indian Embassy there,I was shocked to see it flooded and 
stinking! I visited a patient at the military hospital in Delhi in the morning 
.Everything was spick and span.In the evening the patient dreaded to visit the 
toilet,officers ward. Perhaps that is why they keep toilets locked. Education, 
media blitz and toilet trainning should be included in our curriculum..
