If the government were doing its job, expats would get their work done during a short stay. These cards are a public admission that the Goa govt. and related bureaucracies are incompetent and inefficient. Plus an attempt to tag people for a bigger bribe. Also, why do Goan expats deserve special privileges? What have they done? Are Goan expats beggars looking for special deals? It is true that affluence is growing in "India Shining" and in some cases abundant wealth exceeds what is available to Goan expats.
