Those of us who have grown up in places that received "development aid" from
foreign govts, organizations or the World Bank have seen what well intentioned
"aid" does. It leaves all frustrated. The only way 'foreign aid" will work is
if the locals (individuals) come up with a plan and ask the 'foreigners' for
financing only. Else you will always wind up with ill conceived plans, bad
execution and little or no sustainable results. The IMF, World Bank and the
Scandinavians have tons and tons of such failed projects.
