  A new yahoogroup ..... [EMAIL PROTECTED] ..... has been created to discuss 
the narcotics DRUGS sub-culture in Goa's underbelly and to find measures to 
reduce it, if not eradicate it completely in this globalised village, GOA.
   
  The aim of the group is to achieve the above, and reduce the postings on 
savegoa-now yahoogroups that is basically linking people to discuss issues 
related to LAND and the Regional Plan for Goa.
   
  Membership is open and free [ freedom of speech as long as it remains 
responsible and not abusive.] 
   
  The issues that may be discussed include DRUGS per se, their availabilty, 
impact on youth, families and specially children of drug users, the growing 
Casino culture and the attendant 'highclass' prostitution with its impacts on 
college youth and young "professionals", the role of NGOs rehab centres, 
educational institutions, church authorities, temple committees, dargahs, etc 
in reducing the menace.
   
  Come, join the campaign to curb the drug menace in Goa. The time to do it was 
yesterday. Let us at least do it TODAY.

  Police accused of drug frame-up; deny charges

  The drug angle in Anjuna, which came under strong scrutiny due to the 
Scarlette case, is not ready to die down as yet with Ms Neha Harmalkar, wife of 
one Naresh Harmalkar, holding a press conference in the city today accusing the 
police of framing her husband in a drugs case.
  However, speaking to the ‘Navhind Times,’ the superintendent of police, 
Mr Omprakash Kudtarkar, while admitting that they had arrested and registered a 
case against the accused for possession of drugs was quick to rubbish these 
charges by stating that they were given the name of the accused by another 
accused, Kalidas Madukar Naik alias Kali who was arrested on October 24, 2007 
with drugs in his possession.
  The wife of the accused, who runs a shack in Anjuna, claimed that her 
husband, Naresh Harmalkar was arrested for possession of charas on November 23, 
2007. She accused the ANC of planting drugs on her husband after he was 
arrested and said that the police inspector and police constable had demanded 
money to hush up the case. Mr Kudtarkar, however, argued that this is the 
normal procedure followed by locals when they are caught for drugs.
  He said that after they had received information from Kalidas they had placed 
Naresh under observation and acting on specific information had arrested him. 
Ms Neha has also accused the police of raiding her home and casting aspersions 
on her husband even though she has been running a shack for the past 16 years. 
She also claimed that Naresh has a clean record.
  She says that the police know that drugs are freely available, are aware of 
the guilty parties but only catch innocent people. However, Mr Kudtarkar 
disagrees saying that this person is basically involved in peddling but as that 
charge is difficult to be proved he was booked for possession. He said that the 
police had seized more than 1 kg of charas from him and 59 LSD stamp papers. He 
informed that the LSD has been sent to Hyderabad for investigation while charas 
has been sent for chemical analysis and the results are expected soon. He said, 
“The case is under investigation for which we require the chemical 
analysis.”

cases accused having jumped parole

Pursuant to direction given by the division bench of the Bombay High 
Court comprising the Chief Justice, Mr Justice Swatanter Kumar and 
Mr Justice N A Britto today, the Inspector General of Police, Mr 
Kishen Kumar attended the court instead of the Director-General of 
Police.

He informed the court that the DGP was out of station and therefore 
could not attend the court.

The court observed that jumping of parole by the NDPS accused 
adversely affects the society at large and hampers the state’s 
economy.

The court has directed the Chief Secretary, IGP, DGP, collector and 
secretary finance to convene meeting and submit statistics about the 
number of accused in NDPS cases who were granted parole during the 
last five years and how many have so far returned.

The court has also asked to state the steps taken against the 
persons who stood as sureties for these accused person’s who have 
jumped parole. This order came to be passed when the court was 
informed earlier by the government advocate that about 10 prisoners 
in NDPS matters have jumped parole.

On being asked by the court as to what steps have been taken by the 
state to arrest these accused persons, the court was informed that 
sureties were being forfeited in some cases and police teams had 
been sent to trace the accused.

Earlier the court had asked the superintendents of police, both 
South and North Goa, to file affidavits stating the steps taken to 
get back the accused persons who have jumped parole/furlough.
