dear all - 
   
  when Pandurang Madkaikar was the Transport minister, he was hell bent on 
making speed governors compulsory (of course, to satisfy a certain panaji based 
good friend of his who had got the agency for distribution of thse speed 
governors). The issue reached such heights that the CM himslef had to intervene 
and there were fears of ESMA being invoked so as to break the proposed strike 
of bus and track owners.
   
  Now that, Pandurangbab is gone , and Sudin Dhavalikar is the new Transport 
minister, he has said that the speed governors are not compulsory and the 
matter has died down. What ever happened to the big issue of safety and 
transport rules?? in case Pandurangbab is nor happy with the newly formed 
tribal dept and comes back as transport minister , will the issue be reopened? 
  This just goes to say that in the current government, every single person is 
the governemnt and everything functions as per individual whims & fancies .
