Colva Civic and Consumer Forum calls for participation in Gram Sabha.

The Colva Civic and Consumer Forum (CCCF) appeals
to voters of the Colva Village Panchayat to attend in large
numbers and participate in the deliberations of the Gram
Sabha of the village to be held on Sunday 25th May at
10.30 am near the Panchayat Office.
This Gram Sabha on Sunday is the first in a series to be
held in the financial year 2008-2009 and was supposed
to be held in April.
The Colva Civic and Consumer Forum is confident that
the participation in the Gram Sabha will provide the villagers
the opportunity to ensure the transparency and accountability
required in governance at the village level.
Some of the issues to be raised by members of the Gram
Sabha are licences to mega housing projects, occupancy
certificates issued to various buildings, spread of malaria,
drainage network, appointment of various committees,
situation of Tourism and Beach Management, sewerage
network, filling up low lying paddy fields and effective
garbage management.
The Colva Civic and Consumer Forum (CCCF) also
expresses deep concern at the non-appointment of a
full time Village Panchayat Secretary as the present
secretary is available to handle administrative matters
only for three days of the week.
Colva village which has a number of commercial and
tourism activities requires daily administrative monitoring
due to issue of licences, increased illegalities such as
encroachments etc.
There are various Acts and Rules which are dependent
on the Panchayat Secretary for their implementation.
With regards to the Right to Information Act, the
Panchayat Secretary is the Public Information Officer
and is also responsible for implementation of section 4
of the Act which requires that all the Panchayat Records
are duly catalogued and indexed in a manner and form
which facilitates the availability of information in a
reasonable time. The continued lack of a full time
secretary will eventually cripple the administration and
therefore impact the transparency and accountability
in the governance of the Village Panchayat of Colva.
