Mario,
I wonder if you ever bother to read up a little bit before you write your 
posts. Throughout the "developed world", the boroughs or county councils have 
executive powers to execute State laws and guidelines. Furthermore, the State 
is subsumed by Federal bodies where appropriate. Now I cannot explain to you ad 
infinitum the difference between executive powers and legislative ones.
