When I go for my daily walks using the inner roads,I have to sidestep garbage 
strewn all along the roads and now spread along vast areas due the  heavy winds 
and rain.Hold my nose and close my eyes at the stench at  open dumps along the 
way and stray animals and migrant children scrounging/defecating there. The 
junction en route Torda, near the  Water Tank/income Tax officials bungalow is 
one way(see arrow signboard), but observe cyclist like most vehicles speed the 
wrong way . I have to constantly be careful when I cross that they do not hit 
me from behind! No respect for Law and order, no discipline, no one to enforce 
or  effectively complain to.One side of the road is under Penha de Franca, the 
other under Salvador do Mundo Panchayats.People cannot organise themselves for 
garbage  control /disposal, and have no place to dispose of it.So they throw it 
on the public roads or rivers  or mangroves or dump it in open spaces. The 
local MLA, Panchayats,Director of Panchayats,
 BDO, government authorities live comfortably, have no belief in  PREVENTION IS 
BETTER THAN CURE, do nothing positive and can get away with anything, since all 
concerned blame each other , can pass the buck, and have no fear of any 
punishment. They have a hefty salary increase coming their way whether they 
work or not.In the meantime Goa is  rapidly turning into a  huge Garbage Dump,  
pollution of ground water due infected puddles and breeding grounds for 
mosquitoes and diseases created everywhere. One picture is worth a thousand 
words.( I'm sending two ).This is the scene in most parts of Goa.Is this how a
