Re:JoeGoaUK's anecdote about the Rs. 20,000 bribe suggests an interesting idea for exposing corrupt officials on Goanet. Citizens should be encouraged to report their personal encounters with corrupt officials in Goa. They should be allowed to do this anonymously if they want. The purpose is to expose the identity of the public official who engages in these nefarious deeds, and to lay bare his modus operandi. These reports would serve as a public record of his crimes to be used for any subsequent prosecution. They would also be automatically archived for posterity.
Although I sometimes post to Goa Net, I wonder about the efficacy of this mode of public awareness . For one thing, because of the technology and the expenses involved with using the Internet, the common man ( aam admi) is per se kept out of the ambit of this mode of dissemination of information. The Internet therefore becomes an elite means of dispersal of knowledge. So then how will the common man benefit? Because of the fear of libel suits, the print media shies away from naming names in situations like this unless there is an arrest or a case has been made.
