Good article, but it only tangentially touches the issue of funding which
could be the main reason Goa govt. is allowing the univ to be made central.
(Btw, it is good that a committee has been formulated --- I really dont know 
however, if it is a genuine committe or the decision is already made
and the committee will just confirm it, which is the case most of the times.)

The problem is Narvekar, our finance minister, will allocate Rs. 12 crores
a year to be paid to a private broadband supplier. The reasons are clear.
He will also allocate a couple of crores to deploy CCTV cameras on our
highway. When I was Infotech Corporation of Goa director, Narvekar told
me that the budge for Infotech corporation is only 5 crores which he said is 
just enough for their salary and coffee!!! 

While Goa University, where faculty probably get a pittance of salary,
cannot be given a mere Rs. 15 crores. That is because there are no cuts
in that money.

And I just heard through some grapevine that our esteemed CM Digambar
Kamat has bought a building --- called Lotlikar Building near
erstwhile Raliway gate --- in Margao for Rs. 300 crores! Can someone
confirm this?

What should be done to these guys?
