We lost some 3,000 citizens on 9/11 in the USA, mostly in attacks on civilian 
targets.  The US government did not insist that every airplane have security 
forces, though no one now knows whether they are there or not, to keep the 
terrorists off guard.  They did not insist that every building employ commandos 
for their protection.  Yet, even in an open society like the US, the terrorists 
have been unable to launch an attack again for seven years now, even though 
they want to, and want to die in the attack.

The difference in the US was the feckless and careless government we had in the 
eight years before the 9/11 attack, and the government we have had since which 
did not tolerate lax attitudes towards terrorism, counter-attacked them 
wherever they were to be found, found ways to intercept their communications 
and has kept them off balance with techniques that are also available to the 
Indian authorities once they decide to get serious about defending Indian 
citizens.

Mario responds:

I share your outrage at the lax attitude of the Indian government at the local, 
state and federal levels for being unable to put in place methods and 
procedures and intelligence gathering networks and surveillance laws that are 
effective, even in a difficult situation like urban guerilla warfare.  However, 
I think it is a shame that you have chosen to malign all Indians as gutless.

The Indian security forces were heroic and did not hesitate to confront and 
counter attack these terrorists, and several gave their lives on behalf of 
their fellow citizens and perfect strangers.  The staff at the hotels similarly 
did not panic and heroically helped wherever they could, and some of them gave 
their lives to save perfect strangers.

Even though they were caught by surprise, the security forces were on the scene 
within minutes, and in some 60 hours defeated the attackers in a very difficult 
combat zone where there were hundreds of rooms for the terrorists to hide in, 
hostages whose lives were in danger and heavily armed and well trained 
terrorists who were not afraid to die.

Worse catastrophies have befallen India and Indians before and the country has 
survived.  One hopes that the Government at all levels now comes to its senses 
and puts in place methods and procedures that will make such attacks difficult 
in the future, and recruits its many patriotic Muslims in doing so, because it 
is their religion that is being given a black eye by the heretics.
