Indians in India are regrettably undisciplined and generally have scant
respect for the rules and law. IT MUST BE SAID:This culture is encouraged by
the corrupt administration and behaviour of most of the political class who
consider themselves like the police above the law.The Mumbai terrorist attack
has enabled the police to stop the Candolim Sunburn Festival which was given
permission with rules to follow ,which in the normal course would have been
legally followed only on paper. This is also the case with the 10PM and
extended 12PM deadlines. I went for a Christmas dance and the band continued at
full volume after 12pm WITH THE CROWD MERRILY SWINGING! When I asked the
organisers they said nobody bothers us.We are used to go beyond set norms ,
even after 26/11 ,like the 19 yr old biker racing in Bangalore, not stopping
and running away when challenged by the security forces.He was shot, and the
reaction of most of the public is to
blame the authorities for excessive action!
I may mention here that people told me that they are scared to complain because
the police/authorities ,to be politically in good books with vested
interests/powers that be, give out the name of the complainant and there is
nobody to protect them! What will it take to get the administration
to change/improve/learn!
