Public Places Smoking  Ban in Goa? Since when?

Some one please confirm if the Smoking Ban in public places in Goa is already 
effective from 2nd Oct 2008.  I am bit confused, as I think I remember reading 
somewhere, that there were reports/requests or plans to make the ban or law 
effect after the current tourist season i.e from April 2009.

Few weeks ago, there was a an argument in a pub where some says it is effective 
from April.  They even cited some examples saying many patrakars or journalists 
seen smoking at public places – Which made some to believe that the ban is 
indeed postponed to April.  After enquiring as to which public places they saw 
journalists smoking, I personally visited a restaurant or café  (name I don’t 
remember now)  but it has a huge Hindu God like frame pic (Clothless God)  on 
the counter. It is  near Azad Maidan, Panjim. And we did witness at least 2 
patrakars smoking.  This was about 3-4 days ago.

Can some one confirm please if the ban in Goa is effective after the current 
tourist season? or if the said café is given special status  as the same is 
frequented by the local journalists? If so,  we would also like to go there for 
a cup of tea and for a puff or two.
