Hello, In order to file an application for the transcriptioin of marriage, is it mandatory to have B.I. Now-a-days the Portuguese consulate refuses to accept the application for marriage transcription without B.I. even you thought if you have the "Assento de Nasimento".
Is this rule prevailing in CRC too!! Can one submit his/her application for marriage transcription directly at CRC through a lawyer, relative etc without obtaining B.I. or atleast during the course of his /her application of B.I. Shashi.
