Subject: Meeting with NRG Delegation on 23rd Dec 08 Dear Sir, On behalf of Dr. Neville Mascarenhas, Mr. Chris Vaz, Dr. Anil Desai, I thank you for your time in meeting with us on 23rd Dec to hear out our concerns on Goa; with reference to the 10 points on the UAE Signature Campaign & Photographs, showing Goa’s destruction. As discussed and to your request, please see our solutions to help Save Goa, from further destruction & deterioration of its identity: *(A) Goa Government moves Special Status bill i.e. Stop Land Sales to Non-Goans & enact Migrant Controls (particularly restrict political rights): * 1) Constitution Article 19(d) has provisions to protect states, whose identities are threatened. 2) Goa not part of the constituent assembly that finalized the Constitution; was annexed with military action and Goans never given say in their future of Goa 3) Set up Task Panel immediately with the long term objective to save/preserve Goan Identity. 4) A proper migrant policy be set up which gives temporary housing, proper welfare/health benefits but facilitates their return after completing of jobs. 5) All current migrant voter cards have to be verified for authenticity & also to ensure cancellation of voter cards in their home states. * * *(B) Mega Residential Projects:* 1) Un-necessary migrant labour & outsiders purchasing apartments changes demographics, putting huge pressure on Goa’s limited resources. 2) All Land conversions should be frozen immediately until regional plan 2021 is finalised. 3) Impose high taxes/charges on non-Goans purchasing real estate; to strongly deter purchases. 4) Mega residential projects for commercial purposes should be concretely defined, in consultation by Goans, to the scope of accommodating Goans only. In the meantime, it should be limited to 800 sq m, 2 floors & 60% FAR. 5) All activist complaints against Mega-Project illegalities should be addressed under the law; those constructed illegally must be demolished. * * *(C) Employment:* 1) Set High Level Task Force to realize Sustainable Employment opportunities for Goans (Local and those Overseas, to encourage their return) * * *(D) Mining:* 1) Set High Level Committee to get facts on mining; in consultation with locals & professional agencies.
