Following the success of the ‘Cidade’ ordinance 3 more ordinances proposed. Viz. 1 Off-shore Casinos Under the new clause, the term ‘off-shore’ will also include ‘on-shore’, river banks, backwaters etc. This is to keep the existing casino vessels where they are and also to induct 3 more (7+3) casinos. Reason/Excuse: to save about 2000 jobs (With support of the opposition leader) 2. City Gaddas: Similarly, the term ‘City Gaddas’ will now exclude those Gaddas owned and run by UP walas, Biharis etc Reason/Excuse: To save migrants business (they give up to 50K per gadda and Goans give peanuts) 3. Encroachment on public places: After the amendment it will now read as ‘A Goan shall not, without a permit, erect or place, or cause or permit to be erected or placed, a fence, rail, building, stair, steps, projection or other structure that encroaches on a public place. Reason/Excuse: To save those migrant from Monti dongor, encroachers on Konkan Railways property and other communidade areas (They may not give money but their votes have more value than money) After testing the Goan patience, 3 more ordinance will be passed, possibly after the lok Sabha elections viz 1 Mining 2 Mega projects 3.
