Wonder which part of Goa the bhatkar's are called upon to decide. All my
years in Goa I have never seen this happen. Infact mundkars would keep
the so called bhatkar's at bay.
Accepted that the sarpanch washes his/her hands off the matter... but
not without striking a deal with one of the feuding parties. 

Social conscience and bhatkars ? Can someone enlighten me on the
bhatkars social contribution after liberation ?

It is precisely because some bhatkars had a social concience that they
didn't throw out the mundkars at the first inkling of the news that a
Tenancy Act was being enacted, as quite a number did.? However, now that
the land is in the hands of the second generation, neither bhatkar nor
mundkar is bothered with either side of the "encumbrances". Hence what
you see out there, I am sorry to say.

In the meanwhile, I have noticed that in case of a dispute between
mundkars, the bhatkar is called upon to decide, and the Sarpanch washes
his/her hands off the matter ...
