Arwin, you have detailed the reasons, not simply to question MOPA but to oppose it. To your excellent post, I would add, the Navy should vacate Dabolim to some other naval facility outside Goa since Goa is a very small state and larger areas are available in India. Dabolim should be restored to civilian use only which is more than adequate to serve the needs of Goans.
