Was the suppression of free speech only practiced in Goa and not in mainland Portugal by Dr. Salazar and his government? Did P.I.D.E. only operate in Goa and not in mainland Portugal? So in fact whole of Portugal and it's colonies experience a suppression of speech and the operation of p.i.d.e. throughout Portugal. As for the Governor of Goa there was only one indigenous born Goan he was called Bernardo Peres da Silva a native of Neura in 1835. Only the post of Governor General was not open to Goans a rule of law which even India follows (a sikh is our present Governor General) In the same sense the Governor of Hong Kong in the British administration was never a Chinese but always a British born diplomat.
