I would like to thank Soter D'Souza for his comments. On the issue of the qualifying criteria, he has suggested that a one-year residency criteria should be added to the voter-list criteria. It does seem to make some sense. However, since I live in an urban area, I would like others to comment.
On the more important issue of quorum, it seems to me that Soter has no problem with an attendance of 2%. I think this is not proper. After all in a true democracy, there should really be a much higher participation. Soter has asked whether a system where a candidate getting 30% of the votes cast can win is democratic. There are a lot of debates on this issue, where some have suggested that if no candidate gets 50% of the votes in the first round, then there be a second round. However, the issue is whether such a very small percentage of 2% can really be considered to be democratic. Best Regards, Dr U. G. Barad
