US Public TV featured urban Metro systems around the world, in a weekly series, about twenty years ago. Each was rated at the end of an installment : only one rated a perfect 10 - Calcutta !! New York limped in with a 2, although things have since changed for the better, between Guiliani and Bloomberg. ps.
