Well, I did state "Curious to notice there are no quantities given.".  Also, 
the items were listed in the singular. You may be quite right in saying what 
you have said, and indeed there could be a number of those instruments bought 
for a number of troupes. 

In this respect, wouldn't it have been better for the reporter to state "n * 
Instrument_name  @ Rs yyyy " rather than just "Instrument_name Rs yyyy"? 

Some more research is required here on part of the "lion".

If I'm not mistaken, this refers to a government scheme to "Provide Musical
Instruments and Performance Related Material to Cultural Troupes". As the
name itself suggests, the same is given to a number of groups.

While you could debate the priorities, how would you be able to judge
whether the cymbals were "made of gold" unless you knew the number that were
