The reason m/c riders use the ferry is to avoid wearing a safety-device - a crash helmet. I understand that within city-precints, or within village precints, the rules make an exception to wearing a helmet; crossing the Mandovi bridge means the m/c riders are crossing from city roads to highway, thereby making use of a helmet compulsory.
