My research in this area is not yet complete but I would
like to share some preliminary results. This is exclusive
to Goanet.
A better way to pose the question is, What are the characteristics
of the "Dilli savage"? Some of these may be enumerated:
1) The Dilli savage imagines herself to be the centre of the
universe. She is a bully, first and last, and uses her rank
and ill-gotten wealth to get her way.
2) The Dilli savage has no regard for rules of civility in public
and tries her utmost to be uncouth in her dealings.
3) The Dilli savage never stands in a queue nor goes through
channels the average citizen is required to negotiate. Instead,
she uses the magic wand of "influence" and "contacts" to muscle
her way through.
4) The road is the Dilli savage's personal property and she
wields the right to mow down man, woman & child should
they get in her way while she is doing 150 miles per hour in
a crowded Indian gully. As for the traffic lights - the Dilli
savage is blessed with special vision that render them
invisible.
5) The Dilli savage is not answerable to any law of the land.
If she is found in flagrante delicto, she uses her mobile
phone to place a call to a local politico who in turn uses
another mobile phone to straighten matters out.
To summarize: the Dilli savage is 87% of the literate
Indian population. 99% of the illiterate Indian population
aspires to Dilli savagedom and will enter its portals at the
first available opportunity.
Footnotes:
a) It follows from the above that the Dilli savage need not
be from Delhi, nor be a resident of Dilli, although you are
likely to find the highest density of this genus in Delhi and
other areas of North India. Historically, the Dilli savage
originated in Delhi, but that is the subject of another paper
and a different line of research.
b) The Dilli savage is found in all states and communities
of India, and across all religions (which, if you haven't noticed,
makes this a secular phenomenon).
c) The Dilli savage is gender-neutral, in that both males and
females are equally likely to be so. I have used the female sex
in my transcript so as not to appear male-chauvinistic which
in real life I am.
