The USA spends twice as much as France does and ranks 37th.

and FIVE MILLION Canadians without a primary care physician, out of a 
population of only 34 million, and TWO MILLION Canadians on various waiting 
lists to see a surgeon or to have surgery.

The WHO's patently bogus ranking ranks Britain's crumbling health care system 
even higher than Canada, which is like a cruel joke.  In Britain, they have had 
this government run system for over 60 years and it's getting worse:
