No denying that The Goans who slogged in the Gulf, Africa and the tarvottis have indeed contributed a lot towards building nice homes in Goa and also helped thereby to the economic upliftmentment of the state.
Speaking about panchayats officers, there was a time in the 70s and 80s when many an unscrupulous panchayat person fraudulently put someone else's name on the Form I & XIV as tenant (for a monetary consideration of course) and therefore there are piles of tenancy cases pending in the courts of Goa.
