Rajan Parrikar is on the button. The method described infra is just a glorified whitewash of an alleged solution. It is just more of the same, but now packaged in red tape.
IF there is proof that a particular doctor has 'issued a false certificate', that doctor should be named. If there is evidence that the particular doctor was 'pressurised', that should absolutely be brought out. The control of the practise of medicine in Goa from the political HQ is a well known phenomenon. Right from the days of Bandodkar and his MGP outfit that once controlled Goa in a Salazarist fashion, orders to GMC came from HQ. There a few revolts, one which resulted in a policy 'cast in stone' i.e. how medical residents are chosen. Thanks to the late Raju Mahatme & Co, merit is the main criteria for selection of residents. The case files of Dr Salelkar v Govt of Goa etc should give info wrt the unjust firing of Dr GK Salelkar. I understand that GK was fired after refusing to go over to Bandodkar's house to see the ailing wife of Bandodkar's gardener. GK is said to have advised that he would see the patient if she was brought to the hospital. More recently, a senior member of the Health Services is said to have been on a political stage, helping a politician distribute chickens in Canacona! BTW: a) Issuing false medical certificates is fraudulent; It incurs both disbarment from practicing medicine and jail time b) Forcing another to issue such a certificate - could be approached from the position of Assault. c) If a person knows (for certain) that the illegal acts in a) and b) have occurred, and yet does not reveal the details, he could be aiding and abetting the crime. d) If the person is making such a statement without knowing for sure, he is either speculating or passing gas. jc ===== Rajan P.
